4s, the difference is in the hardware. 4s has a more recent update and might still be able to run the newer apps. Whereas 4 is simply discontinued.

The iPhone 4 is outdated and slow because of the old processor. The iPhone 4s have more features than the iphone 4 like for example, Siri, improved camera quality and many more. I suggest you to but a iPhone 4s in this case.
You buy the one you can afford for the most part when comparing two different phones.
In the case of the 4 or 4s, the 4 is no longer getting OS updates from Apple. So any app that needs an OS version higher than the last one the 4 can get (unless jailbroken), will not be able to download those apps, but in most cases, not even then.
