What to look for when buying an iphone off craigslist?

There's an iphone for sale that i'm interested in… An iphone 4 for 100 bucks… He says the only issue with it is that the light stays on when you talk as opposed to dimming… What other things should i look for before buying this?

Meet a location where the serial number can be verified---the IMEI. Also to make sure the orig owner's iCloud account is removed from it--causes massive headaches later. Basically you want the phone open and running at factory settings. Plenty of stolen, locked iPhones make it on Craigslist and then once sold you can never find the guy again. If it's locked or blacklisted you'd be paying $100 for an iPod paperweight.
