You could try asking around, if any of your friends/relatives would like to sell of their iPhone 5s to you.

As far as "cheaper", the only way for that is a refurbished, (usually saves 10-20% off of the new price) or used from somewhere like eBay. (There are some 5s 16 GB models for slightly under $200 and some 5c 8 GB models for about $160)
