You can buy unlocked phones from ebay and amazon all the time. I haven't had a problem. The key thing is for example on ebay look at the seller's feedback before you buy then you can see if you can trust them or not. If someone is selling you an iphone on ebay for 200 dollars (which is way too low) and their feedback is only 2 (meaning theyve only done 2 tansactions their whole time as a user) i wouldnt trust them. Where as a seller who has 50 transactions or more is more likely to be trustworthy.
with amazon i believe sellers have to go thru a more rigorous sign up to be a seller process than ebay and fraud is a little less likely. (don't quote me) but i've used and done both and had success with both of them. Don't buy the first iphone you see do the research on who you buy from.
as far as iphone 4 unlocked without upgrade etc, you are looking at a ballpark at 500+ dollars. But its worth it, it is a great phone. My daughter has one and loves it. I took the liberty in finding one for you at around that price. Good luck to you!

AT&T, Best Buy, RadioShack, eBay, Amazon, Apple, Walmart, etc. Many places to do so. Just for the record Apple still sells the iPhone 4 brand new for free on a 2 year contract.
