Where could I buy a really cheap iPhone?
My iPhone was stolen a few months ago and I need to buy a new one. Is there a place where I could buy a really cheap iPhone in South Philadelphia?

Craigslist is another option. You won't find a new one for cheap.
I recommend installing some anti-theft protection on your next phone. You could try a pawn shop to go really cheap (but that's not recommended).
