Why does my iphone keeps saying no available storage?

I have the iPhone5 and when I open up my camera it says "Can't take photo there's not enough available storage" and it gives me the option to go to storage and when I do it says I have 3.2 mb available in storage and on my iCloud it says i have 9.4 GB free and 15GB total available.

Why won't it let me take more photos? I bought the $20 iCloud storage thing a while back. And I don't even have that many photos, I only have like 400

It doesn't store on icloud right away. And btw, heres a chart of how much physical space you have.
1000 kb = 1 mb
1000 mb= 1 gb
and you have 3.2 mb availiable. Niiiice. So much space. Wow. Not really. Wow. U smart. Wow. Doge

Import your photos and videos to your computer and then delete them off your phone. Delete messages and create more usable space on your phone.

3.2mb isn't a lot of space. Move some photos to the cloud or delete some apps or move stuff off with iTunes. It's full. Had this problem during iOS 7.0.6 upgrade recently. I try to leave from 1g to 500mb min.open space at all times. Runs better.

Your phone is full, either delete useless apps and photos or upload some to your computer and then delete them.
