Why won't my iphone send pictures? - 3

I have the iphone 4 and i have recently updated my phone to the ios7. My phone will not send pictures regardless weather it is through imessage or through a text message. My carrier is Tellus and this has never been a problem before. When i send a photo neither the text that goes with it or the photo will send. I have tried anything i can think of (for example shutting down down my phone). This is really bothering me and I really need help so please if yiu know what is wrong or have any ideas please help!

Next to the message bubble (where you type the actual message) there should be a small circle with a camera icon inside of it. You click that, go to your camera roll and choose the photo you want to send. Then, you click the send button, and make sure your Wi-Fi on your phone is not off. If it comes up with 'message failed. Try again', Then try again. If that des not work, go into settings and enable something. Sorry if I'm not much help
