For a limited time after the iPhone 5 release the iPhone 4 and 4s are going on sale. With a new contract or upgrade the iPhone 4 will be 99 cents and the 4s will be $99. Hope this answered your question.
Like when iphone 4s was released iphone 4 price was reduced. Now iphone 5 is released so iphone 4s price is the same as iphone 4 after 4s release.
