These are apps you have once installed and then deleted they can be retrieved & reinstalled using the cloud.
You could offload apps in iOS 11. The iCloud symbol shows which apps are currently offloaded.
Offloaded meaning not uninstalled, but not active on the phone in the interest of saving space.
