All of my installed apps disappeared?

I have an apple iphone 4 ios 7(latest beta)
jailbroken with evasi0n
I had itongpush/itongbu app store installed(jailbroken version)
and that was the appstore i would use to install apps
the last one i had installed was grand theft auto san andreas
I started the game and it begain to load after i registered and everything
i remember the vice city app saying that its best to reboot after installing the game
so thats the same thing i did with san andreas. But i had came to that realization
right when san andreas started loading, thus rebooting during the loading screen.
after the phone turned back on, all of my appstore(itunes incl.) apps were gone and
cydia and its apps remained. Itunes installed apps show up that they are on myphone
when i look at the apps on itunes on my mac but they do not show up on my physical
phone. Also, ifile still has every apps folder listed under applications.
how can i fix WITHOUT a restore(i think its unnecessary, just a bug.)

Added (1). Just tried restarting the springboard with sbsettings and its stuck in that loop…

Using ifile Navigate to /var/mobile/Library/Caches and delete the file called com.apple.mobile.installation.plist and also delete com.apple.LaunchServices-054.csstore. Now reboot your iPhone. Once reboot is complete some of the app icons will be missing, this is normal that it'll take a minute or two for all the apps icons to reappear.
