Am i able to unlock an Iphone 4 from verizon to telstra?

Okay so i'm looking at buying an Iphone 4 off the internet, but it is locked on the Verizon carrier. Is there any way for me to call up telstra and get them to unlock it to their network? Or is there anyway i can do this myself? Because i don't want to pay for a phone and then have it come here and not be able to use it because its locked on a different carrier…
