In the US, as of January 26, 2013 if you purchased an iphone beyond that date, it is illegal to unlock it but it is still possible to unlock it. You can check attiphoneunlock.net for factory unlock on iPhones. I guess you can have your unlocked for what they need is only IMEI code so no need to send your phone.
You could go to the carrier first if you are the original owner and see if they would unlock, otherwise there are plenty of reputlable unlock providers on the internet.
