App Store asks for wrong ID?

So I'm trying to help my mum out with her iphone and for some reason when she attempts to update her apps trough the 'iphone app': app store it promts her to enter my fathers apple ID (which is currently inactive).

We've tried the "sign in/sign out" procedure which is "recommended solution" everywhere I look.

Tell Siri "go to icloud settings". You can delete the account there on the phone and create a new icloud account. Iphones are locked to icloud accounts as a security feature if ever lost or stolen.
