Apple ID won't accept my payment method?

I'm trying to set up my appleID on my new iPhone. I'm using a debit mastercard. I put in all my info, the security number, my name, address, etc that it asks for BUT it just keeps telling me it won't accept my payment method. What do I do?

Added (1). I don't get why it won't take a debit card but it'll take an itunes gift card. I'm not going to buy anything, it'd be a waste of money to buy a gift card for myself.

Apple won't take debit cards, you have to use credit cards, not debit cards

I have not been using my credit card now i decide to use my new credit card so to purchase few stuff from the appstore and it declining me payment method

I've used my visa debit card and it has taken it before but now won't let me update it

I've used my MasterCard debit card and it has taken it before but now won't let me use it. What's the problem?

I tried changing the country but it wouldnt do anything and i also tried doing it from my computer on itunes and keeps telling me to put a valid paying method and i don't want that i just want no credit card and i can't get any free apps either because for some reason it still says even on free stuff to fill out the correct billing information
