Are verizon iphone 5 pre factory unlocked?

It has been independently confirmed by both iDownloadBlog and The Verge that Verizon's (VZ) iPhone 5 is SIM unlocked, meaning that with a proper nano-SIM card, owners can use the device on AT&T's (T) 3G network and other compatible GSM networks. The iPhone 5 is available in three different models, however, so Verizon's CDMA iPhone will not have access to AT&T's 4G LTE network. The unlocked iPhone 5 should also be able to operate properly on T-Mobile's 3G network in areas where the carrier has refarmed its spectrum.

I want to get an iPhone 4S and my friend has the iPhone 4 unlocked but i'm worried that if i get it non-factory unlocked it won't work. My uncle tried to do it a couple of months ago and apple said that if it was factory unlocked every time the phone shut off or died it would reset. I was just wondering if the same thing would happen if it wasn't factory unlocked? So if I get it unlocked everytime it will shut off it will reset? That is what i'm worried about.
