Question: Is it your phone to unlock or does it belong to ATT and do you owe money to ATT? Most phones bought on contract do not become the property of the user until that last payment on the contract is made. If you break the contract you may find they will be chasing you (legitimately) for damages!

To unlock the phone it must be paid off (not on a payment plan), not reported lost or stolen, and be on the network for at least 60 days at some point in the life of the phone.
