Best, Cheap, and Update to date Nokia Lumia?
I want a phone (my first) and I've been thinking of the iPhone 4s or Nokia Lumia. It needs to be cheap though not over $100 dollars. I mainly want the Lumia because I like the OS but it doesn't have Snapchat. That's when the iPhone comes in. But it needs to also be update, Ex: iOS 7 or Windows 8.1
Added (1). I also don't plan on actually using it as a phone
Added (2). I really don't plan on buying it with a contract but just having with a Carrier. But buying on Amazon or Ebay
Added (3). Note: I should of read this over instead of constantly updating. I want to know which Lumia in the series is the cheapest with Windows 8.1 like for a random example the 1020 even though its expensive
4s comes off the shelf now at $zero to maybe 20 if you get a plan/contract from most US carriers. Also comes with 4g and OS 7 or 7.1 already on it. ONLY downside these handsets are 8gb only. But you can get your Snapchat. Hope that helps.

Nokia Lumia range is from 520 to 1520. The higher the number, the higher the price of the device. So the least expensive phone in the Lumia series is the Lumia 520(AT&T Go Phone) / 521(For T-Mobile & Metro PCS). It has Windows Phone 8 (Update 3/GDR 3) which is the latest release to consumers.
Note: Windows Phone 8.1 (final version) will be released around May or June. If you have a developer account, you can download the developer preview of WP 8.1. Microsoft announced that all the devices running on WP8 will get the 8.1 update subject to Carrier Availability.
Lumia 520 already had 2 updates to date, so I think that 8.1 may be the last one for it(hopefully not). And also it has only 512 mb which makes it not compatible with certain high-end games and also less future-proof.

P.S. I'm not from US, so I don't know much about the procedure for buying a phone. In my country, we just buy any phone we like, pay the full retail price at the time of purchase or in EMI and put any SIM card we like. We're neither bound by contracts nor we have phones locked to a certain carrier.

- Which nokia lumia is best for me? So I want a nokia lumia because they are a good range of phones but I'm really confused as to which one to pick. I want a good camera for Instagram and just general photos, I want sufficient memory and I maybe want 4g enabled but I don't want the most expensive one. Or maybe if there are better/more value for money phones that aren't iPhones (too expensive) then maybe someone could suggest those.
