Can a blocked iPhone be unlocked?

Okay so here's the deal, this guy dropped his iPhone 4s and instead of getting a new phone he stopped paying his bills so now the iPhone is locked by the carrier. Is there any way I can unlock it to use again (on a different carrier) or will it always be blocked? I want to know before I spend the money to fix the digitizer.

You can hacktivate it, basically go to this website http://www.iphoneunlockfactory.com/ pay the 29.00 and you will have an unlocked iPhone, or what I did is bought (http://www.ebay.com/itm/330773253822 and followed the steps, this unlocked the phone so it can go on any carrier and isn't locked anymore. No, only the original carrier can unlock a 4s, and since he owes money on it, they will not unlock it.

It can't be unlocked by jailbreaking, only the carrier can unlock it, and they won't, so it will not work on any other carriers.
