I have a cousin that has 10 years and he got an iPod and a tablet last month, it wasn't really a week until he dropped and cracked them both… So my answer is only if they are "adults" enough to handle it with responsibility.

Sure, I think many parents make "poor" parenting decisions by their giving young children smartphone when these kids are way to young. No pre-teen needs a smartphone, LOL.

Yes, if he has the money to buy one, or if someone buys it for him. He can't directly sign a cell data contract, though, nor can he have his own credit card for buying apps (although his parents could provide him with a card).

Well considering we're in the technology age. Kids at that age are starting to use tablets, phones, and computers more than we ever did. I don't even know why a 10 year old kid would need a phone. If they do need a phone, investing in something expensive like an iPhone isn't really a good idea for a 10 year old kid, just get him/her a cheap smartphone for now until they become more responsible. If i were the parent, I would just get him/her an iPod.
