Can an American iPhone be given as a gift to a person in China?

I want to buy an iPhone for a friend in china. I went to WalMart and they told me that although I didn't need to sign a contract or have a carrier company, I needed to have a phone card or have a linked credit/debit card that can be have the amount owed from calls swiped away monthly. They were pretty cheap phones. An iPhone 6 cost $199.99 and an iPhone 5 cost $129.99. I just don't know if a Chinese phone card would be the same as an American phone card. I didn't want my friend to be not able to use his phone in china. Just as a clarification, he is a permanent resident of china and will only make calls within china. I'm just his friend buying him a phone from the states.

Yes it can be, they just need to get a charger adapter for use with the wall sockets used in China.

No, the Walmart iPhone 6 will ONLY work on Straight Talk.

Don't expect to pay less than 300USD for an iPhone 6 16GB.

The iPhone 6 at Walmart is a Straight Talk phone, and Straight Talk, like most US carriers, locks their phones to their own network. *Meaning* it won't out of the box with any other carrier. Most carriers lock their phones to their network (as in, AT&T, T-Mobile, Verizon, Sprint, and US Celluar) to force the use of the carrier's network.
Straight Talk's carrier lock seems pretty restrictive, as Straight Talk locked phones only seem to work on Straight Talk (source below).

Its also worth mentioning that the North American iPhone 6 models are only fully compatible with China Unicom. China Mobile can be run on the 2G network, their 3G and 4G systems are propitiatory and require a China Unicom iPhone. China Telecom can only be run with 4G technology. Their 2G and 3G networks are CDMA based rather than GSM.
