Can I connect my iPhone to internet without Wi-Fi if it isn't activated?

I had an iPhone 4, now I have a Droid RAZR… I now use the iPhone as an iPod and I jailbroke it. I was wondering if there's a tweak on Cydia (or anything similar) for IOS 7 that allows me to connect my deactivated iPhone to the internet without a Wi-Fi connection.

No you need a wife connection if you want internet on your phone (unless the phone has service with an actual cellular company like Sprint and whatnot). Wi-Fi can't be made from thin air off of an app, even if your phone is jailbroken. Since Wi-Fi is essentially radio waves, your phone needs to be able to identify them in order to connect to the internet. So nope sorry man but you need a Wi-Fi device if you want internet, no app or jailbreak can give you Wi-Fi for free
