No, I'm afraid you can't.
Some people jailbreak the iPhone so they can get some kind of Siri but then it doesn't connect to the apple servers so is impossible to get Siri on an iPhone 4.
No! You can have it jailbroken but idont suggest that bc then you can't get new iOS updates. Try trading in your phone if you can.
