Can I get an O2 iPhone 5 unlocked for free while it is still boxed?

If I buy an iPhone five from a third party (phones 4 u) on an O2 contract, can I get the phone unlocked without opening the packaging? And are O2 responsible for the unlock or is it the third party? I have heard so many different variations I'm starting to get confused
