Can I get my AT&T iPhone 6 unlocked if I still owe on it?

Here s what happened. My mom and I had our plan with AT&T and she dropped it and switched to Verizon. Our contract isn't up until July and I work minimum wage and can't afford the $200 bill so I was going to switch to straight talk or Verizon but domt want to unlock it if it's illegal.

You have to pay and close out your Verizon contract first.

Of course you can't just do that. Your mom signed a legally binding agreement, so the phone isn't hers until the contract is paid off. She legally agreed to pay AT&T for those two years. Not paying the bill could impact her credit negatively.

Now, AT&T isn't dumb, so they're not just going to let people not pay off their phones and take them to another carrier. If your mom doesn't pay the bill, AT&T will put the phone's IMEI in a blacklist, which means that virtually no carrier around the world will allow it to be activated.
