An untethered jailbreak for the 6.1.3 is not available, and will never be.
Untethered jailbreak means full jailbreak, that is jailbreak once and forget.
You can, though, do a semi-untethered jailbreak. Which means every time your iphone switches off, you will have to connect it to your computer and do some steps in order to use it again. I don't prefer this way because manier times it will switch off and you won't have your computer at hand.
