Can I jailbreak my iphone 4 without having to use my laptop?
I'm running 6.1.3, is it possible?

Yes. You can jailbreak iOS 6.1.3 but you need to use your laptop.
If you are on iOS 6.1.3, you can jailbreak your iPhone 4 with the steps below. If you are not on iOS 6.1.3, check your iOS (Settings ---> General ---> About ---> check the version) and do the same steps. Only instead of 6.1.3, you replace it with your iOS version. The process is the same.
Step 1: Download the latest version of Redsn0w (Latest version: 0.9.15b3)

Step 2: Download IPSW 6.0 (This is to trick Redsn0w we're jailbreaking iOS 6.0 but in reality we're jailbreaking iOS 6.1.3 and remember download IPSW 6.0 NOT 6.1.3)
Step 3: If you are on Mac, double clicking to launch Redsn0w. If you are on Windows, right click and run as administrator.
Step 4: Make sure your device is connected with your computer. Click extras and select IPSW 6.0 that you had downloaded earlier.
Step 5: Click back and click jailbreak and cydia.
Step 6: Once the jailbreak patch is done, make sure you choose the option to install cydia
Step 7: Click next and get ready to put your device into DFU Mode.
[POWER OFF YOUR DEVICE. HOLD THE POWER BUTTON FOR 3 SECONDS, THEN WITHOUT LETTING GO OF THE POWER BUTTON HOLD DOWN THE HOME BUTTON FOR 10 SECONDS, THEN LET GO OF THE POWER BUTTON AND KEEP HOLDING THE HOME BUTTON FOR ABOUT 15 SECONDS OR UNTIL THE SCREEN CHANGES PAGE. THAN YOU CAN LET GO OFF THE HOME BUTTON]
Step 8: Let the jailbreak do it's stuff until you see 'DONE' in Redsn0w. The rest of the jailbreak process will take place on your device
Step 9: You should see a hard disk image on your device (Downloading Jailbreak Data) than lots of words will appear. Later on, a pineapple logo will appear and finally your device will reboot.
Step 10: After your device had reboot, there's NO Cydia. Go back to Redsn0w, select the same IPSW again and this time click 'JUST BOOT'
Step 11: Put your device into DFU Mode again and once it's done on Redsn0w, your device will start to reboot again.
Step 12: Cydia will appear on your device. Open Cydia, choose option who you are (User, Hacker, Developer). Than it will start to download packages.
