Ok lets say I have a external hard drive pre-loaded with movies and song. Can I take the apple transfer cable and download movies directly from the external hard drive to the apple ipod without a computer.
No - or not on any 'normal' external drive. They are 'dumb' devices that need a computer to control them. Also, the power they need is far more than an ipod or phone can supply via USB.
You can now get portable hard drives that have a rechargeable battery, Wi-Fi and a built-in media sharing system… With one of these, you can play media from the drive without anything else connected (or cables needed) using the matching app on the ipod/iphone etc.
You can of course also connect the drive to a PC to transfer files to & from it as normal & charge it's battery.

If you don't get that exact model, make sure it's battery powered and Wi-Fi with ipod etc. Compatibility.
I believe there's a Seagate model with the same capabilities.
