Can I sell my phone to someone who uses Verizon and can they still uses it even if i stopped paying

Not until it's paid off. And I don't know anyone that is going to trust you to pay it off once their money gets into your pocket. And even if you used their payment to pay off the phone, that leaves you empty handed, no phone and no money. Oh and trust me on this, if you owe more than half the retail price of a new phone, no one is going to pay that much for a used one.
No you can't, it is still under lease/contract and tied to your account meaning the EIN (serial number) will not let the person you sell it to be activated. It is basically a brick until you pay it off and then sell it.
