Not likely. The only way to manually load ringtones onto an iPhone is through iTunes. IPhone ringtones are *.m4r files. They're the same exact thing as *.m4a files (same file format you download songs in iTunes). The ringtone files need to be less than 30 seconds.
Step 1: Find m4a or convert mp3 song you want to use as a ringtone.
Step 2: Trim the song to 29 seconds using a sound editor (audacity is free and good enough)
Step 3: Change the file extension from m4a to m4r. Just rename the file.
Step 4: Add the file to iTunes and transfer to phone.
