All you need is an internet connection to update an iPhone. It doesn't need to be connected to a network as the update is done via Apple's servers, not the network.

To update the iPhone, you will need to connect your iPhone EITHER to a Wi-Fi network OR a computer with iTunes that's connected online. Cellular Data connections are NOT REQUIRED.

If your Wi-Fi network is unstable, taking the iTunes route is typically safer as your computer can download the iOS updates (onto it's storage drives) before uploading it to your iPhone via the Lightning cable. You can also back-up your iPhone to your computer prior to completing the update as a safety precaution. This also has the added benefit of NOT having to store the update files on your phone (especially if you're running low on space).

I have an Iphone 4s and it is updated to IOS 7 and It says I have 3G and I have signal but everytime I send a message it says that the message was not delivered and it won't let me use the internet or anything that requires data such as Facebook, Instagram, Twitter, etc. I tried resetting my network settings but it didn't work. I can still call and stuff, but I'm not sure what else to try. Thanks in advance for any help. I can also receive text messages.

I don't need the old phone to ring unless I'm at home with iphone plugged into this device, if any such device exists?
