If "copamy" is anything like "company", of course not. Once a cellphone is reported stolen, it can't be activated. Anybody that tries what you ask about deserves to get caught, charged with fraud & thrown in jail.

No. If anything reporting it as stolen would mean they would disable it from being used on any network. Not do the opposite which is unlocking it.
