Can I take someone to small claims court for selling me an iCloud locked Iphone in michigan or anywhere else?

I bought an iphone from someone on craiglist for $300 had them give me the imei and meid number the phone isn't stolen or marked lost or blacklisted on any website but the phone is icloud locked, so basically its parts the person blocked me and I did find their facebook but they arent replying to my messages would this be a claim to take to court?

Unless the ad said it was unlocked, you had no expectation that it was an unlocked phone.

As there was most likely not a contract signed, you would have no legal evidence in court so you probably couldn't win a case.

That is called "buyer beware". When a deal is too good to be true, it usually is.
You can try a court, states do have a merchant ability law that states anything not able to function reasonably, must be listed as "sold for parts".
Basically, it is illegal to sell useless junk under any other guise.

I recently found an iPhone 5s out in the street perfectly fine but it's logged into the owners iCloud and in order for me to restart it I have to put in that persons password and I've been told that there's no way for me remove that account.
