Can I use an iPhone 5s asn iPod?

Can I use a non-activated SIM card? I got an iPhone 5s but i don't have it activated. I wanted to know if I can just use it as an iPod (with Wi-Fi). When I turn the phone on, i select my country, then my language, then I connect to Wi-Fi and it connects. Then right after that it says SIM required. Can I use a non-activated SIM card until I get an activated one? I have AT&T and the phone is running the latest ios 8

Yes, because you can use i-message in your iPod, with Wi-Fi if you do not have data, so it should be the same for the Iphone
