Can iPhone's without a data plan be used for wi-fi only?
I want to buy a used iPhone just for the apps. Can I get apps from the app store with only wi-fi?
Yes absolutely, I would maybe recommend buying an iPod instead of an iPhone though, would be a cheaper option and you will be able to get the same apps that you would on the iPhone. Yes, it would be just like an ipod touch, but then I would ask why not just buy a new ipod touch? Yes. You'll need a SIM (any SIM) to activate the phone, but it doesn't have to be associated with a plan, and you can remove it afterwards.

- When IPhone app isn't launced is my data plan still being used? I have apps like Facebook, Twitter, & Photobucket that I keep logged in so as soon as I launch the app it's where I want it. Is the data plan still in use? What about the iphone Mail app that's kept on as well?

So all messages I send are automatically charged to my data plan, even though I'm connected to a strong Wi-Fi connection. I only have limited texting, so you can see my problem. The iPhone is 4th gen, not sure what iOS version.
