Yes. If you reset it to factory settings then it'll be like the first time you ever got it
Why wouldn't it be able to?
Yes, but it is absolutely necessary for you to deactivate Find My iPhone. If you do not, the phone is locked to the currently associated account and even a factory reset will not restore the device to default.
