Can you create an app in which you control everyones result? (like Fantasy Football)?
Can I give people fantasy points on their iphones using my "master computer" or would this only be possible through an update in the app store?
I'm guessing there has to be a way in which I can use a database that will generate points in the app for each person
Yes there's a way, and yes it would take about a year of your time to do it.
