Can you or can you not jailbreak a iphone 4s with ios 6.1.3?

There are two types of jailbreak, untethered and tethered. As of now the only available jailbreak is the tethered jb which means that once the iphone has been turned off to turn it on again you need to plug it to a pc and a program will boot it for you. Untethered jailbreaks doesn't need a pc to boot, just turn it on normally

Sorry, you can't jailbreak an apple product if its version is 6.1.3 or higher
the latest version which can be jailbreak is 6.1.2
However you can wait for ios 7 since the jailbreak masters are preparing for jailbreak for ios 7.
