Can you pre-order the iphone 5c without contract?

Everywhere I'm reading is saying 16gb $89 or 32 gb $189, but where does it say the price for the phone without a contract? Reason being, I need to be able to pre-order this phone since I dropped my other iphone in water therefore this phone would be out of contract. I know its like $580 or something crazy, but I don't really care about the price I just want to know whether not I can pre-order it? And also, if I'm going to pre-order it should I go in the morning or afternoon to wal-mart?

1. The phone will not be available to the public until the 20th, so going to Walmart would not help you get one until that day.

2. Yes you could, but the US is not one of those countries that you can. Canada & the UK are though.

I was wondering how much you pay for the iphone because i wanted to switch from Verizon to t mobile to get the iPhone 5 32g which will be 199 down payment and 90 per month but i'm being told that it will be more because of hidden fees and all that so i was just wondering if i might actually pay more?
