Can you see your iPhone's folders on iPhoto?
I make folders on my iPad or iPhone but when I import into iPhoto I can only see my full photo stream. Is there a way to view the folders?
Yes, you can either plug in your iPhone and iPhoto should pick it up straight away, or if you're signed into the iCloud on both iPhoto and iPhone and have Photostream enabled on both then they should sync together using iCloud.
Edit: Just saw your added answer, no you can't view separate folders, only the Photostream folder as that is what syncs up to iCloud.

- How to delete folders in my IPhone photos that synced from iPhoto? I have unwanted photo albums on my IPhone that won't delete. One says last imported and the other one says last 12 months. I don't want the pictures that are in those albums but my IPhone won't delete them and I think it has something to do with IPhoto.
