Can you text someone from another country if they are visiting your country?

So I currently live in America, and one of my friends is living in Canada so we're unable to text each other without a fee. My friend is actually coming to New York for a few days on a field trip in school, meaning she will be in the country.
Does this mean that we can text each other while she is in the country, or not cause her number is still registered to Canada?

Your friend will pay roaming fees the moment he/she connects to a US carrier. The text message has to go from his phone, to a US carrier, to the Canadian carrier, back to the US carrier, to your phone. The US carrier will charge him a fee to connect to their network and his carrier will charge a fee in forwarding the message to a US carrier. Some plans will do so for reduced fees.

If you want to exchange messages without any fees… Have him put his phone in 'airplane mode' so it isn't connecting to any cell phone network and then connect to free Wi-Fi (when available) and either send an email, instant messaging, Facebook, FaceTime, Skype, etc.
