Can you unlock an iphone if it does not have service?

I have an iPhone 3Gs and it does not have service. Would i still be able to unlock it?

As long as the phone was not reported lost, stolen, broken and the plan that the phone was originally purchased for was completed and you did not break the contract for the phone. You should be able to get this phone unlocked. Just contact the provider that you got the phone through and they should unlock the phone for you.
