I think so. Go to app store and try to see if there's a Router app. There's one for Android that's for sure.
No. A smartphone can sometimes be a WAP (depending on the phone, service provider and payment plan) but it does not really route data like a router does. When my smartphone is being a Wi-Fi hot-spot, the service provider's router is doing the heavy lifting.
I think you can there's an app called Wi-Fi hotspot I'm using it on my android but I don't know if it is available for ios or not just try
