Successful video is achieved by understanding how to operate your kit properly… And knowing the workarounds for difficult conditions… There isn't any point in investing in different kit if you don't quite understand why what you are currently using isn't getting the result that you want… I'd point you towards a decent how to shoot video on a smartphone book and advise you to experiment more… Most kit has limitations and with experience you learn how to get past them or which accessory to add to get a better result.

Define cheap. What will determine image quality in low light is:
1) Size of the pixels - the larger the pixel the more light each pixel will capture during an exposure. This results in less noise and more dynamic range. Having less pixels will allow the manufacturer to produce larger pixels. This is why a camera like the Sony A7S at just 12MP is so incredible at low light. Fewer pixels on a huge full-frame sensor allows Sony to produce pixels that are among the biggest in the industry.
2) Image stabilization - If the camera has IS, then you can use a lower ISO and still hand hold the camera.
3) Lens aperture - If the lens has a large aperture, it can therefore allow in more light, which means lower ISOs, which means better image quality. Having both a larger aperture and IS is a great combination for low-light work.
