Computer download speed is .75MB/s on the same Wi-Fi that an iPhone has a download speed of 33 MB/s. Then they have the same on another?

I gave my girlfriend my old laptop, when she took it to her house and tried to use it we noticed it was running extremely slow. I ran a speed test on the internet and got a download speed of .75MB/s and then an upload speed of 33MB/s. An iPhone in the same location got a download and upload around 33 for both. So my first reaction was, ok so there's an issue with the Wi-Fi adapter or something. I brought it back home and tested it on my own Wi-Fi. The download and upload were both around 60MB/s which is average for devices at my house. I'm utterly confused. Just to help with any responses, I'm decently tech savvy, so don't restrict your answers. And yes I updated the drivers!

1. Find out what UL/DL speeds your girlfriend pays for. You need to know what speeds you're shooting for.

2. Take her Wi-Fi out of the equation by using a short length of Ethernet cable to connect the laptop to her router, then test.

3. If the Ethernet test was much faster, download a free Wi-Fi Analyzer app and "map" your girlfriend's house. It may be that the channel her Wi-Fi router is using has several other routers on it. Find a low-used or free channel and switch her Wi-Fi to it. Then retest.

4. Make sure her router isn't near another 2.4 GHz transmitter, like a microwave oven or a cordless phone base station, etc. Wi-Fi likes to be free and high. Put router on a shelf and not behind a bunch of equipment or in a drawer or box.

5. Most networking speeds are in terms of megabits (Mbps).

I assume you had to create a Wi-Fi network connection at the new location. Did you use the default settings? If not, make a new connection using the default settings.
