Contacts deleted when I turn off iPhone?

My iPhone recently has been acting up, every time I turn off my phone and turn it back on all my contacts are deleted. It's running at normal speed and its not like I drop it a lot or dropped it into water. What is wrong with my phone and is there anything I can do to fix it?

1) Sign in to your iCloud at http://www.icloud.com/...icloud.com then click on the "Contacts" app to make sure you have your contacts saved there. If you see your contacts, you can proceed. Otherwise, this procedure won't help you.
2) On your iPhone, go to Settings.
3) Tap on iCloud.
4) Turn "Contacts" OFF.
5) When asked "What would you like to do with the previously synced iCloud contacts on your iPhone?",
answer "Keep on My iPhone". You'll see the message "Turning Off Contacts".
6) Turn "Contacts" ON.
7) When asked "Your contacts will be merged with iCloud. Merge or Cancel?" answer "Merge". You'll see the message "Turning On Contacts".
8) Hit the HOME button.
9) Tap the PHONE icon, then select "Contacts". You should see your iCloud contacts appear, and you're good to go.
