Added (1). Right now I have a Motorola Droid 4 and I for some reason need to have my data on to send/receive picture text messages. I was thinking about getting an Iphone 5c and was wondering if it also does this.
Well it depends really. The iphone offers iMessage. And if you where to try to send anything it would take data. But as a regular text message it wouldn't need to download.
Text messages do not require a data connection, even when they contain pictures. This is handled by the MMS service, part of the regular cell service. You need a compatible phone, but the iPhone is of course in that category.
That would be an MMS & no you don't need a data connection.
If by "picture text messages" you meant I'm (instant messages) that has pictures in it, then yes. IMs always require some form of internet, which is what makes it different from text messages.
