No, but the Sim card holder pops out quite easily and swapping can be done in less than a minute. (use the "special" Apple tool, which if you don't have one can be made by straightening a small paperclip.) Push the "tool" into the hole beside the Sim tray (on top on older iPhones and on the right side as you face the screen on the newer models) and the tray pops out. Swap cards and reinsert.
Of course the only way that you would need 2 cards would be if you had two separate smart phone accounts. IE: some world travelers have a US Sim and a "rest of the world" account Sim.Using 1 phone and 2 cards eliminates the need to carry a second phone around, although the tiny Sim is very easy to lose!
A standard phone Sim will not work with a smartphone. It will fit, but the phone company on connection checks the phone to see if it is compatible with the service specified on the card. All smartphones require a more expensive phone plan than basic, non-smartphones. Trying to operate a smartphone with basic service (even if you don't want to use the other features) is NOT allowed by any of the major phone providers. I don't know how the pay in advance and other cheap phone companies operate, so can't swear that their cards won't work. You'd have to ask them about that.
