There's no such thing as a "Windows Iphone" If you are talking about either Apple's Iphone or Microsoft's Windows Phone, both require plans to make/receive calls and texts. Like every other phone in existence.

The phone is only $100. There's an even cheaper model as well, the 520.

I don't know if it will work as just a small tablet/mp3 player device over Wi-Fi, without activating a phone plan. Many smart phones will, but I don't know of anyone that has tried with a Windows phone.

Cortana is one of the software features of the phone, allowing you to interact with the device by voice.

If you buy any (not just Windows) 'smart' phone from any store (not a dude on the street) and it requires data to work, they will not sell it to you unless you buy a data plan. Prepaid/paygo or post-paid doesn't matter. Buy used off of Ebay or Amazon to avoid that and use just Wi-Fi if that's what you are trying to do. Remember though, this means you can't use it as a phone either. Just mp3 player. Many older iPhones are used that way. Best luck.

When someone steals your iPhone, the first thing they do is turn it off, not allowing you to use the GPS function to search for the phone. This means you have 0 time to get a rough idea of where your phone is, as this may still be very useful in tracking your phone. Is it because: 1. They not thought of the idea 2.
