Does FaceTime cost money for overseas?

I have a iPhone 5C with Sprint 3G. I want to talk to my cousin who lives in Japan (I live in the US) with Face Time, but my parents fear that it might cost money. Does it? I use Cellular Network because my house doesn't have Wi-Fi.

FaceTime is a free video chat app, but I don't think it will let you FaceTime with a 3G network, but if it does, they won't charge you a fee for international video calling but It will affect your data plan depending how much of data you have.

It will since you are using a cellular network, since it's overseas. If you connect to a Wi-Fi network at a restaurant or store or something you can face time for free.

Its free, you can use Wi-Fi anywhere and facetime (and imessage also) is always free no matter where you are at.

Yes it would cost money (as does anything involving cellular data) but it wouldn't cost anymore than it would normally cause you are doing that to an overseas based person.
