Does he really want to be with me?

I'm 19 and i've been on and off with my boyfriend for 10 months hes 18 were both in college where we met. We used to be able to see each other when we wanted to but now hes back home for the summer and is not coming back but he says hes going to convince his mom to let him come back down here to go to school so we can be together. So as of now its a long distance relationships hes an hour and 30 minutes away. We always seem to have this problem with our phones we both have iphones it says he gets the messages but he doesn't reply sometimes he just stops talking to me mid conversation he could easily call me or send me a message on instagram or email something but he doesn't make an effort like i do. I've called him out and asked if he was playing games he says "No why would i waste our time on games that he respects me and wants to be with me, i'm nothing to be played with" He says all this stuff how were going to make it work he wants to be with me but can go days without contacting me am i somebody to just pass the time? Wtf is up in your opinion?!

He is putting you on the back burner. He wants to be with you but only if he can't find something better. I say drop his ***. He doesn't deserve you. Plus he is 18 and has to ask his mothers permission in order to move. You don't want to be with someone that relies on his mother like that. He would be considered a Mamma's boy!
That is the last thing that you need in your life. You are 18 go out and have fun.
